随着绿化市场的逐步拓展，工程建设监理应运而生，这为杜绝“豆腐渣工程”和合理支付工程经费提供了保障。绿化工程虽不像建筑工程那样“人命关天”，但如果运作不规范，极有可能出现设计与实际效果大相径庭，造成资源和资金上的浪费。

　　一、专业人才

　　社会上懂绿化工程施工和养掮的人很多，但真正能胜任绿化工程监理职责的应该是具备园林绿化或风景园林专业知识的人，同时还需要具有丰富的园林绿化设计、施工、养护管理经验。

　　二、自始参与

　　绿化往往是在整个建筑工程基本完成后才开始实施，前期工程的建设对绿化工程有着直接的影响，比如预留绿地内耕植土能否获得有效保护。实际工作中业主和建筑施工单位常将耕植土当一般填充物使用，预留绿地也成为了临时建筑工地。待绿化时，预留绿地上熟土没了，土壤结构遭受破坏，上面留下一片垃圾。为了栽种植被又不得不花钱清运垃圾、购买熟土回填。如果业主让绿化监理工程从工作建设之初就参与进来，不但能为自己控制绿化工程造价，同进也能为工程的顺利开展奠定基础。

　　三栽植验收

　　栽植前的场地整理、种植穴的大小、种植的苗木以及栽植过程均需监理严格按招标文件和行业规范进行逐项验收，可依据建设部颁布的《城市绿化工程施工及验收规范》和各省、市制定的城市园林绿化植物种植技术规定。每道工序验收合格后签好质量验收合格单，上一道工序不合格不得进入下一道工序。

　　四、工程变更

　　绿化工程在实际施工中，由于受主客观因素影响较大，常发生工程变更。发生变更就要求建设、施工和监理三方及时商定变更事宜，确定变更工程理以及造价，填好变更通知书，三方签字盖章各留一份，最后核定工程造价以备日后核查。

　　五、跟踪监督

　　绿化工程监理和建筑工程监理的另一大区别是责任期限不同。建筑工程只限于施工阶段，而绿化工程不仅有施工前、施工中，同时还包括缺陷责任期内的监理。栽植苗木只完成全部工作量的一部分，最终能否达到设计效果，更关键的还要看接下来的养护管理。这就要求监理继续对工程进行督查、考核，直至最后竣工验收。这一阶段主要包括修剪、治虫、除草、浇水、松土、施肥、扶正等工作，可依据各省、市制定的城市园林绿化植物养护技术规定以及相关行业要求，采取百分考核制进行考核，并将考核结果与最终工程造价挂钩。

　　六、工程决算
